Snow emergencies and a car that won't move
When Minneapolis declares a snow emergency, the parking rules change three times. From 9 p.m. on Day 1 you can't park on either side of a snow emergency route. From 8 a.m. on Day 2 you can't park on the even side of other streets or on parkways, and from 8 a.m. on Day 3 you can't park on the odd side of other streets until they're plowed. A car that can't be moved will break at least one of those rules.
In St. Paul a snow emergency starts at 9 p.m. and lasts 96 hours. Signed night plow routes — and every downtown street — are no parking from 9 p.m. the first night, and unsigned day plow routes are off-limits from 8 a.m. the next day until they're plowed to the curb. Cars in violation are ticketed and towed; the St. Paul ticket alone is $56.
If a dead car is parked on the street, get it into a driveway or garage before the first snow emergency, or sell it before winter.

If it's already at a Twin Cities impound lot
A standard tow to the Minneapolis Impound Lot at 50 Van White Memorial Blvd costs $222, plus $18 a day in storage. In St. Paul, collecting a car from the lot at 1129 Cathlin Street the same day it was towed costs $246 — the tow, an $80 lot administration fee and sales tax — and each extra day adds $15.
Minneapolis releases a car to the registered owner or a relative with the same last name, who needs proof of insurance on the vehicle, current registration, the title or a lease, and photo ID. Anyone else needs a notarized statement from the owner.
The clock is short. Under Minnesota law, a car impounded by Minneapolis or St. Paul can become eligible for sale 15 days after notice goes out by certified mail — 45 days if you say within those 15 days that you intend to reclaim it. A car that meets the state's definition of a junk vehicle (at least three years old, extensively damaged, apparently inoperable, without current plates and worth only its scrap value) can also be disposed of 15 days after notice.

Selling a junk car in Minnesota: the paperwork
Sign the title over
Hand-print your name and sign in the assignment area, and fill in the sale price, the sale date and the required disclosures. A damage disclosure is required for every vehicle, and an odometer disclosure for model year 2011 and newer. If there's a lien, include a lien release card or a notarized lien release.
Leave regular plates on
Regular Minnesota plates generally stay with the vehicle, and the registration moves to the new owner. Special plates are an exception — check with Driver and Vehicle Services (DVS) before the car leaves.
Report the sale within 10 days
If the buyer is a licensed dealer, the dealer handles the DVS paperwork. Otherwise, report the sale to DVS within 10 days, online or by mailing the notice-of-sale portion of the title.
No title?
Under Minn. Stat. 168A.1501, licensed dealers can buy some vehicles for scrap without a title — a licensed used vehicle parts dealer, for example, if you show ID, sign a sworn ownership statement and agree to a seven-day hold. Or get a duplicate with Form PS2067A: $21.50, plus a $1 surcharge at a deputy registrar, and most deputy registrars print it the same day.

Call (877) 451-4417Can I sell a junk car in the Twin Cities without a title?
Sometimes. Minnesota lets licensed dealers buy some vehicles for scrap without a title — a used vehicle parts dealer needs your ID, a sworn ownership statement and a seven-day hold. Otherwise a duplicate title costs $21.50 ($22.50 at a deputy registrar), and most deputy registrars print it the same day. See selling without a title.
Do I take my plates off when I sell?
Usually not. Regular Minnesota plates stay with the vehicle and the registration moves to the new owner. If you have special plates, check with DVS before the pickup.
My car was towed in a snow emergency. Is it worth getting back?
Compare the bill with the car's value. A Minneapolis tow is $222 plus $18 a day, and St. Paul is $246 on the first day plus $15 a day after that — and an impounded car can become eligible for sale 15 days after the city mails notice. Check its metal value with the scrap value calculator.
Do I have to report the sale to DVS?
If you sell to a licensed dealer, the dealer reports it. Otherwise, report the sale to DVS within 10 days, online or by mailing the notice-of-sale portion of the title. See how to junk a car in Minnesota.
How long is an offer good for?
Offers are typically valid for 5 days — enough time to compare them and find your title. You pick the pickup window, and the buyer you choose tows for free and pays at pickup. See how it works.
