Detroit's inoperable vehicle blight rule

Detroit's City Code (Sec. 8-15-110(a)) makes it unlawful to keep, park or store an inoperative or unlicensed vehicle on any premises — including one that's largely disassembled, in disrepair or being stripped. The only allowance is mechanical work on one vehicle inside a garage or other approved enclosed area. The City's own guide puts it plainly: inoperable or unlicensed vehicles can't be stored in a yard, and an expired or missing plate can get the property owner cited.

It's a civil blight violation. Building and health inspectors and police officers issue a Blight Violation Notice, with the fine set by the City Code plus a $30 administrative fee. Paying before the hearing cuts the fine by 10% and paying after adds 10%; ignoring it can lead to a default decision, a lien on the property, wage garnishment or damage to your credit. Selling the car removes the violation from the yard.

Michigan's abandoned vehicle law and your record of sale

Under Michigan law, a car is abandoned once it has stayed on public property for 48 hours or more (shorter periods apply on state trunk line highways), or on private property without the property owner's consent. The last titled owner is presumed responsible for abandoning it — unless they can produce a record of the sale.

An owner who doesn't redeem an abandoned car before it's disposed of faces a $50 civil fine. Redeeming it means a $40 fee plus the towing and storage that have built up, and an unredeemed car can be sold at public sale 20 days after the notice.

That's why the paperwork matters after you sell. The title stays in your name until the buyer transfers it, so keep a copy of the signed title and your receipt for at least 18 months. If the car ever turns up abandoned, that record shows it was no longer yours.

Selling a junk car in Michigan: the paperwork

Sign the title over

Fill in the seller's section completely — your name, address and signature, plus the buyer's name and address — and record the actual odometer reading (estimates aren't accepted). Every listed owner must sign, and nothing can be crossed out, because an altered title is void. If there's a lien, you'll need a lien termination statement or a title signed by the lienholder.

Keep your plate

In Michigan the plate belongs to you, not the car. Remove it before the buyer takes the vehicle, then move it to another vehicle you own or destroy it by cutting or bending it. You don't need to turn it in to the Secretary of State.

Keep your records for 18 months

Michigan has no separate notice-of-sale filing. The buyer has 15 days to transfer the title, and until then it's still in your name — so keep a copy of the signed title and your receipt for at least 18 months.

No title?

Michigan has no clear route for a private owner to sell a car for scrap without a title. Get a duplicate with Form TR-11L: $15 by mail (about 14 days), or $20 for an instant title issued the same day at a Secretary of State office.
