The Air District's $2,000 Vehicle Buy Back
The Bay Area Air District's Vehicle Buy Back Program pays $2,000 to scrap an old car through one of its approved dismantlers. Since July 1, 2025, the car must be model year 2000 or older, currently registered as operable and drivable, and registered as operable in the Bay Area for the past 24 months. If a Smog Check is due within 60 days, the car has to pass it. Before scrapping, the district lists submitted cars in a public inventory for at least 10 days so collectors can buy them or their parts.
If your car fits, compare $2,000 with the offers you get. Many junk cars won't: a car newer than 2000, one that no longer drives, or one whose registration has lapsed is outside the program. Buyers on Reap My Ride make offers on those as they are, tow them free and pay at pickup.

Abandoned-car rules in San José and San Francisco
San José parking officers investigate street-parked cars that look abandoned — on jacks or blocks, with shattered windows or several badly flat tires — and leave a warning notice for the owner. A car that isn't moved or fixed may be cited or towed, and one visibly missing its engine, windshield, steering wheel, driver's seat or two or more wheels can be towed immediately. For residents with an unwanted car stored on their own property, the City's Code Enforcement Division offers free tow and disposal, though that route pays you nothing.
In San Francisco, a car may stay in the same spot on a public street for up to 72 hours (California Vehicle Code §22651(k)), and a residential parking permit doesn't exempt it. Enforcement is complaint-driven: after a report, an officer starts a 72-hour clock and comes back, and a car still there may be warned, cited or towed. Selling a dead car before that clock runs out avoids the citation or tow.

Selling a junk car in California: the paperwork
Sign the title over
Sign the California Certificate of Title (pink slip) as the seller and hand it to the buyer at pickup, with the odometer reading filled in — federal rules require odometer disclosure for most transfers. If a lender is still listed, it has to release its interest first.
File your release of liability within 5 days
California law requires you to notify the DMV within 5 calendar days of the sale with a Notice of Transfer and Release of Liability (NRL, form REG 138). File it online and keep the confirmation — the record updates within one business day, and you're no longer liable for parking or traffic violations after the date of sale.
Leave standard plates on the car
Standard California plates generally stay with the vehicle; a licensed dismantler turns them in to the DMV or reports their destruction. Personalized, special interest and disabled person plates belong to you — take them off before pickup.
No smog certificate for a junk sale
A seller normally has to provide a smog certification, but that requirement doesn't apply when the car is sold to be legally wrecked or dismantled (CVC § 24007(b)). A car that failed its Smog Check can be sold as it is.
No title?
California has no true no-title sale for scrap. Apply for a replacement title with form REG 227 ($28), or sign a REG 227 and give it to a licensed dismantler in place of the lost title; a lienholder's release on it must be notarized. If the car was never transferred into your name, the buyer will need bills of sale showing the chain of ownership.

Call (877) 451-4417Should I use the Air District's $2,000 buy-back instead?
Only if your car qualifies: model year 2000 or older, registered as operable and drivable, and registered in the Bay Area for the past 24 months. If it does, compare $2,000 with your offers. If it doesn't run or is newer, it's outside the program and buyers on Reap My Ride will still make offers.
San José will tow my unwanted car for free. Why sell it instead?
The City's free tow and disposal service removes the car but doesn't pay you for it. A buyer on Reap My Ride also tows it free and pays you at pickup. See how junk car prices work.
Does a residential parking permit protect my car from San Francisco's 72-hour rule?
No. SFMTA says a residential permit doesn't exempt a car from the 72-hour limit on the same spot. If the car doesn't run and has to stay on the street, line up a pickup before a complaint starts the clock.
Can I sell a junk car in the Bay Area without a title?
Usually you need either the title or a workaround. Apply for a replacement with DMV form REG 227 ($28), or sign a REG 227 and give it to a licensed dismantler in place of the lost title. If you bought the car and never transferred it, keep the bills of sale showing the chain of ownership. See selling without a title.
What do I do with my California plates?
Standard California plates generally stay on the car, and the dismantler handles them with the DMV. Remove personalized, special interest or disabled person plates — those belong to you. Then file your Notice of Transfer and Release of Liability with the DMV within 5 days of the sale.
