Phoenix's inoperable vehicle rule
Phoenix City Code § 36-161 bars parking an inoperable vehicle on any residential property where it can be seen from beyond the lot. The same rule covers a vehicle that doesn't display current registration, though off-road recreational vehicles are exempt. The property's owner of record is responsible, and a violation is a civil traffic violation with a sanction of up to $250.
The code allows a defense for a vehicle registered to a resident that is being repaired and has been inoperable for no more than 15 days in total. The city's Neighborhood Preservation inspectors also list inoperable vehicles, and parking on surfaces that aren't dust-proof, among common blight violations. Reports go through MyPHX311. Mesa, Glendale and the other Valley cities have their own codes.
If the repair isn't happening, a sale gets the car off the lot. Buyers on Reap My Ride price it as it sits, and the buyer you choose tows it for free.

Emissions testing and older cars in the Phoenix area
Emissions testing is required in the Phoenix metro area, including for vehicles that commute into it. Unless a vehicle is five model years old or newer, 1966 or older, or electric, it probably needs a test, and for a renewal the test should be done no more than 90 days before the registration expires. ADEQ runs the program, and ADOT's emissions area map shows whether an address is covered.
If a car fails, ADEQ's Voluntary Vehicle Repair Program can put up to $900 toward emissions-related repairs for eligible vehicles. If the repair bill would still be more than the car is worth, compare it with what buyers offer for the car as it is.

Selling a junk car in Arizona: the paperwork
Sign the title over
Sign the back of the Arizona title and give it to the buyer. The odometer reading is required for model year 2011 and newer and recommended for older vehicles. Eligible titles can also be transferred electronically with eTitle Transfer.
Keep your plate
Remove the plate before the buyer takes the car. You don't need to return it to the MVD. Transfer it to another vehicle, keep it, or recycle it.
File a Sold Notice
Submit it free at AZMVDNow.gov as soon as you sell. It protects you if the car is later ticketed, abandoned or involved in a crash. You may also qualify for a credit or refund of the unused registration.
No title?
Under A.R.S. 28-2098, a vehicle at least 12 model years old with a sale value of $1,200 or less can be sold for scrap without a title to a registered scrap metal dealer or licensed automotive recycler. You sign a statement that it will be scrapped and has no lien. The buyer pays by check, photographs you, the car and the VIN, and keeps a copy of your ID. Otherwise, a duplicate title costs $4 through AZ MVD Now.

Selling a Junk Car in Phoenix
Call (877) 451-4417Can I sell a junk car in Phoenix without a title?
Often, yes. If the car is at least 12 model years old and sells for $1,200 or less, Arizona lets you sell it for scrap to a registered scrap metal dealer or licensed recycler by signing a statement instead of the title. Otherwise, the owner of record can get a duplicate for $4 through AZ MVD Now. See selling without a title and the Arizona guide.
How will I be paid?
The buyer you choose pays at pickup. For a no-title sale under A.R.S. 28-2098, Arizona requires the buyer to pay by check, not cash, and to hold the car for three business days after reporting it before scrapping it.
Can I keep a broken-down car in my Phoenix driveway?
Not where it can be seen from beyond your lot. Phoenix City Code § 36-161 bars inoperable or unregistered vehicles on residential property in view, with a civil sanction of up to $250. There's a limited defense for a resident's registered car under repair for no more than 15 days.
Do I have to return my Arizona plate?
No. Take it off before the car leaves, then transfer it, keep it or recycle it. File a Sold Notice at AZMVDNow.gov as soon as you sell so the car is no longer in your name.
My car failed emissions. Should I fix it or sell it?
Compare the numbers. ADEQ's Voluntary Vehicle Repair Program can put up to $900 toward emissions repairs for eligible vehicles. If the bill would still be more than the car is worth, see what buyers offer for it as it is. The scrap value calculator gives you the metal floor.
