Inoperable cars in Clark County, Las Vegas and HOAs
Clark County treats a vehicle as inoperative if it isn't equipped with all the parts needed to drive legally on public streets, or if it can't move under its own power. In unincorporated Clark County these vehicles can't be stored outside at a residence and must be removed. Every vehicle has to be parked on a paved surface rather than grass, dirt or decorative rock. A car on a public street must be operable, carry current plates and registration, and can stay for up to 72 hours. Complaints go to the county's Public Response Office.
Inside the City of Las Vegas, code enforcement allows an inoperative vehicle on residential property for up to 60 days, and only in a side or rear yard screened from view. Wrecked or junk vehicles must be removed. Henderson and North Las Vegas enforce their own codes.
In an HOA community, Nevada law lets the association have improperly parked vehicles removed from association property and community streets when the parking breaks its governing documents. It has to post a notice on the vehicle or notify the owner at least 48 hours first, unless the car blocks a fire hydrant, fire lane or disabled parking space or poses an imminent threat. The vehicle owner pays the towing and storage.

Cancel your Nevada registration before you drop insurance
Nevada plates don't stay with the vehicle. Nevada DMV says that before you drop liability insurance on a car, you must cancel its registration and surrender the plates. It also says to surrender them yourself, even if someone else offers to. Under NRS 482.399 you have 30 days after the sale to move the plates to another vehicle or turn them in.
If insurance lapses on a car that is still registered, Nevada charges a fee. For a first offense it is $250 for a lapse of up to 30 days and rises to $1,250 after 180 days, and any lapse longer than 90 days also requires an SR-22 for three years.
The quickest route is MyDMV online, where you can file the resale notification at the same time. You can also mail the plates, decal and a signed cancellation letter, or hand them in at the information desk of a DMV office. You get a credit for the unused registration, which you can apply to another vehicle in your name.

Selling a junk car in Nevada: the paperwork
Sign the title over
Sign exactly as your name appears on the title. If two owners are joined by "and", both sign. If the title says "or", either can sign. For a 2011 or newer vehicle, write the odometer reading on the title.
Clear any loan
If you still owe on the car, the lender has to approve the transfer, or you pay it off and get the lien released first.
Report the sale within 5 days
File a vehicle resale notification with Nevada DMV within five days after the sale. You can do it online, on its own or while cancelling your registration in MyDMV.
Take your plates
Plates stay with you. Move them to another vehicle or turn them in within 30 days of the sale, and cancel the registration before you drop insurance.
No title?
Plan on having one. Nevada DMV doesn't accept a bill of sale alone as proof of ownership. If yours is lost, a duplicate (Form VP 012) costs $20 mailed to a Nevada address, by mail or in person, and arrives in about 2–3 weeks.

Call (877) 451-4417Can I keep a car that doesn't run at my house in Las Vegas?
Not for long. In unincorporated Clark County an inoperative vehicle can't be stored outside at a residence. In the City of Las Vegas you get up to 60 days, and only in a side or rear yard screened from view. A wrecked or junk vehicle has to go.
Can my HOA tow my junk car?
From association property and community streets, yes, if the parking breaks the HOA's governing documents. Nevada law requires 48 hours' notice first in most cases, and the vehicle owner pays the towing and storage. Selling before the deadline avoids those costs.
What do I do with my Nevada plates?
Take them off. They don't go with the car. Cancel the registration and surrender or transfer the plates before you cancel insurance, because a lapse on a registered car starts at a $250 fee. File the resale notification within five days of the sale.
Can I sell a junk car in Nevada without a title?
Plan on needing one. Nevada DMV doesn't accept a bill of sale alone as proof of ownership. A duplicate title costs $20 to a Nevada address and takes about 2–3 weeks by mail. See selling without a title.
