Riverside County's Junk Your Clunker program and Corona's rules
In unincorporated Riverside County, Code Enforcement has run an Abandoned Vehicle Abatement program since 1994, and through its Junk Your Clunker removal a property owner can have junk vehicles towed off their land free of charge. There are limits: cases are reviewed one by one and not all qualify, boats, watercraft and mobile homes are excluded, the person signing has to disclaim any future interest in the vehicle under penalty of perjury, and the legally required process takes about 45 to 90 days. The County's alternatives to removal are storing the car in a fully enclosed, permitted structure or making it operable.
Corona's code (Section 8.04.030) requires an abandoned, wrecked, dismantled or inoperative vehicle to be kept inside a completely enclosed building or behind a solid six-foot fence. The City can remove one that breaks the rule after written notice and a chance for a hearing, and a car removed that way is destroyed and can't be recovered. Corona also offers free removal paid for with state abandoned vehicle abatement funds; report a car on private property to Code Compliance at 951-279-3549 and one on the street to Corona Police at (951) 736-2330, option 3. Both free routes take the car for nothing, while a buyer on Reap My Ride tows it free and pays you at pickup.

Open storage of dead cars in San Bernardino County
In unincorporated San Bernardino County, which includes communities such as Mentone, the County Code makes it unlawful to openly store an abandoned, dismantled, inoperative, junked or wrecked vehicle, or parts of one. The owner and the occupant of the land both have to remove it and keep it from coming back, and if the same car turns up on the same property again, the County can treat it as a continuation of the original case without sending fresh notices.
The County investigates complaints, including anonymous ones, made by phone or in writing with a street address or assessor parcel number. A vehicle that is an immediate hazard can be removed right away, and when the County removes one on request it can charge a fee covering its costs, after which the vehicle becomes County property. Land Use Services' Code Enforcement Division is at (909) 884-4056. Selling the car before a notice of intent to abate arrives keeps both the decision and the payment with you.

Selling a junk car in California: the paperwork
Sign the title over
Sign the California Certificate of Title (pink slip) as the seller and hand it to the buyer at pickup, with the odometer reading filled in — federal rules require odometer disclosure for most transfers. If a lender is still listed, it has to release its interest first.
File your release of liability within 5 days
California law requires you to notify the DMV within 5 calendar days of the sale with a Notice of Transfer and Release of Liability (NRL, form REG 138). File it online and keep the confirmation — the record updates within one business day, and you're no longer liable for parking or traffic violations after the date of sale.
Leave standard plates on the car
Standard California plates generally stay with the vehicle; a licensed dismantler turns them in to the DMV or reports their destruction. Personalized, special interest and disabled person plates belong to you — take them off before pickup.
No smog certificate for a junk sale
A seller normally has to provide a smog certification, but that requirement doesn't apply when the car is sold to be legally wrecked or dismantled (CVC § 24007(b)). A car that failed its Smog Check can be sold as it is.
No title?
California has no true no-title sale for scrap. Apply for a replacement title with form REG 227 ($28), or sign a REG 227 and give it to a licensed dismantler in place of the lost title; a lienholder's release on it must be notarized. If the car was never transferred into your name, the buyer will need bills of sale showing the chain of ownership.

Selling a Junk Car in the Inland Empire
Call (877) 451-4417Riverside County will remove my junk car for free. Why sell it instead?
The Junk Your Clunker program takes the car at no charge, but you sign away any interest in it and the process can take 45 to 90 days. A buyer on Reap My Ride also tows it free, and pays you at pickup. See how junk car prices work.
Can I keep a non-running car behind my fence in Corona?
Yes, if it's a solid fence at least six feet high, or the car is inside a completely enclosed building. Otherwise the City can cite you and, after written notice and a chance for a hearing, remove the car, which is then destroyed.
I don't have the pink slip. Can I still sell my car in the Inland Empire?
Yes, with a DMV form. A replacement title costs $28 on form REG 227, or you can sign a REG 227 and give it to a licensed dismantler in its place; a lienholder's release on it has to be notarized. If the car never went into your name, keep the bills of sale back to the last titled owner. See selling without a title.
Should I take my plates off before the buyer arrives?
Only personalized, special interest or disabled person plates, which are yours to keep. Standard plates go with the car for the dismantler to turn in or report destroyed. Within 5 calendar days, file the Notice of Transfer and Release of Liability; filed online, it updates the DMV record within 1 business day.
Which parts of the Inland Empire does the local buyer cover?
Reap My Ride has a screened local buyer covering Riverside and San Bernardino counties, including Riverside, Corona, Norco, Temecula, Murrieta, Palm Springs, Chino, Mentone, Apple Valley and Yucca Valley. A failed Smog Check doesn't block a sale for dismantling; see the California junk car guide.
