Greensboro's junked and abandoned vehicle rules

Greensboro treats a motor vehicle on private property as junked when it has no valid license tag and doesn't run. A Code Compliance inspector tags it, and the owner has seven days to fix the problem before it is towed. A car kept inside an enclosed structure is exempt. A vehicle that appears abandoned on a street or in the right-of-way is tagged too, and towed if it hasn't moved after seven consecutive days.

If someone else's car has been left on your property, you can file a Vehicle Release Form that authorizes the City to remove it; an inspector checks the form before the tow. To claim a towed car, bring a photo ID plus the registration or title, or proof of current insurance, to Code Compliance on the third floor of the Melvin Municipal Office Building, 300 W. Washington St., then pay the $175 fee. Questions and complaints go to 336-373-2111 or the City's online report form.

Winston-Salem's limit on untagged cars

In Winston-Salem, two or more untagged vehicles in a yard count as a motor vehicle storage yard. Storage yards belong in business and industrial zoning districts, so a resident of a residentially zoned lot who keeps two or more untagged cars can be cited by Code Enforcement.

When Code Enforcement tags a car, the number of days written on the tag is the time you have to comply, and after that date the car will be towed. Neighbors report abandoned vehicles to CityLink by calling 311 or 336-727-8000, by texting 855-481-5465, or through the City's online code violation portal, where anyone can also follow the case.

Selling a junk car in North Carolina: the paperwork

Sign the title in front of a notary

A North Carolina title has to be notarized. Sign and hand-print your name in the seller's section and add the odometer reading if it's required (model year 2011 and newer, until the car is 20 years old). Any lien must be released first.

Keep your plate

The plate stays with you, not the car. Transfer it to another vehicle you own, or turn it in at any NCDMV license plate agency or by mail and ask for a receipt. Turn it in before you cancel your insurance, or you can be fined for a lapse in coverage.

Clear the car from your record

If the car still shows in your name after the sale, NCDMV's Form MVR-46F, signed before a notary, asks the DMV to cancel the registration record. Submit it by mail or at a license plate agency.

No title?

If the car is 12 or more model years old, a recycler or salvage yard can buy it for scrap without a title under G.S. 20-62.1. You sign a statement that you can sell it, that it's lien-free and that it will be scrapped, and the buyer copies your photo ID. For a newer car, a duplicate title costs $25.50 with Form MVR-4, which must be notarized, and requests age 15 days before they're processed.

Can I sell a junk car in Greensboro or Winston-Salem without a title?

If it's 12 or more model years old, yes. North Carolina's G.S. 20-62.1 lets a recycler or salvage yard buy it for scrap on your signed seller statement and a copy of your photo ID. A newer car needs a duplicate title, which costs $25.50 with a notarized Form MVR-4, and requests sit 15 days before processing. See selling without a title.

What happens to my plate when the car is sold?

It stays with you. Take it off before the tow, then move it to another vehicle you own or turn it in to an NCDMV license plate agency, in person or by mail. Cancel the insurance only after the plate is turned in. The North Carolina junk car guide covers the rest.

Which areas does the local buyer cover in the Triad?

Reap My Ride's local buyer covers Guilford, Forsyth, Davidson, Randolph and Alamance counties, including Greensboro, Winston-Salem, High Point, Walkertown, McLeansville, Gibsonville, Lexington, Thomasville, Asheboro and Burlington. Offers are typically valid for 5 days.

Greensboro tagged my car. How long do I have?

Seven days. After that, a junked car on private property or an abandoned one on the street is towed, and getting it back costs $175 at the Code Compliance office. Selling it before the deadline is one way to comply; check what a junk car is worth first.

Can I keep two untagged cars in my Winston-Salem yard?

Not on a residentially zoned lot. Two or more untagged vehicles count as a storage yard there, and Code Enforcement can cite you. If a car gets tagged, the days written on the tag are your deadline before it's towed.
