Denver's garage-only rule for inoperable cars
In Denver's residential zone districts, a household can park or store only one inoperable vehicle, and it must be inside an enclosed garage. It can't be stored on the street or in the driveway. Parking on dirt isn't allowed either. Single-family homes may park on 6 inches of gravel, road base, asphalt or concrete. Aurora, Lakewood and the other suburbs have their own codes.
Denver's Neighborhood Inspection Services notifies the owner when it finds a violation and gives at least 10 business days to fix it. Inspectors then come back to check. Fines are a last resort and can start at $150 at the third visit.
If a car is impounded, it goes to the Vehicle Impound Facility at 5160 York St. A car under 6,000 lbs costs $120 for the tow plus $20 a day in storage. To tow it out, the owner needs a title or current registration, photo ID and a PUC-certified tow truck. The owner can also authorize someone else in writing. Once all holds are dropped, the owner has 30 days to collect it. After that it is auctioned or recycled as junk.

Emissions tests and selling a dead car in the Denver area
Colorado's enhanced emissions program covers Denver, Jefferson, Douglas, Boulder and Broomfield counties, plus parts of Adams, Arapahoe, Larimer and Weld. Registering a gas vehicle there takes proof that it passed. In a private sale inside the program area, the seller normally gives the buyer a new passing certificate that hasn't been used for a registration. Outside the area, no certificate is needed.
A car that can't be driven to a test station can't pass one. For that case the DMV has Form DR 2023, the Notice of Emissions Non-Compliance. It covers a car with an internal engine or transmission failure, a final drive or transfer case failure, or structural damage. The buyer signs it and takes over the emissions requirement, the car can't be driven, and a towing invoice has to go with it. It doesn't cover a car whose only problem is a failed test or missing or modified emissions parts.
If a running car fails, a gas repair waiver requires a failed test, a failed retest and at least $715 in itemized repairs. When the repair would cost more than the car is worth, selling it may make more sense. Selling a junk car in Colorado: the paperwork
Sign the title over
Every owner listed on the title signs exactly as the name is printed, and you record the odometer reading on the title. Colorado's seller statement is made under penalty of perjury (C.R.S. 42-6-110). The state's title manual doesn't list Colorado among the states that require a notary. Give the buyer a bill of sale and keep a copy.
Keep your plates
In Colorado the plates stay with the seller, not the car. Take them off before the tow.
Report the sale to release liability
Filing a release of liability on myDMV within five business days of the sale protects you from most civil and criminal actions over the buyer's use of the car (C.R.S. 42-6-109). It's voluntary. You need the plate number and the VIN or the verification code from your registration.
No title?
Colorado bars a sale without handing over a properly transferred title, and the buyer gets no ownership interest until it's delivered. A duplicate title costs $8.20 with Form DR 2539A, online at myDMV, by mail or at a county motor vehicle office. If a lien is on the title, the duplicate goes to the lienholder unless you have a lien release.
